Actually, what I meant to say is that each fame increases GEM by +0.001. (At 0 fame: GEM = 1.000, at 1 fame: GEM = 1.001)
+0.001 is the same than +0.1%.
I wlll change the tutorial text so it no longer mentions the exactly improvement number.
If I want to make fame more important (offer better exp rate) then I will simply reward more fame (ex: reward 20 fame per quest rather than 10). I'd prefer doing that than modifying the formula.

Actually, yes, it was. Raining Chain is one of the first game I created. The two other ones being in Flash on newgrounds. (They kinda suck though...)
The theme/story of the game at first was not at all based around programming. It was a generic story about elf and orcs and gods... It's only recently that I changed it. I wanted to do something different than other RPGs so I came up with an entirely new story.
